MSU Participation in the Development of the Study on Digitalization and Human Rights
The Head of the Department of Public Law at Moldova State University (MSU), Prof. Rodica Ciobanu, participated in expert discussions held in the context of the presentation of the study on the impact of digitalization on human rights in the Republic of Moldova. The study was conducted by the Ombudsman’s Office in partnership with the Danish Institute for Human Rights and was presented on 16 December 2025. Her contribution focused on examining the role of the academic community in addressing current challenges posed by technological advancement and artificial intelligence, as well as the legal implications of digital transformation, with particular emphasis on legal certainty, the protection of fundamental rights, and the alignment of digital reforms with European standards.
At the same time, Veronica Mocanu, member of the Laboratory of Comparative Public Law and e-Governance, was actively involved in the development of the study, contributing to the methodological design, data analysis, and the formulation of findings and recommendations from a human rights perspective.
Collaboration among universities, public authorities, the business sector, and civil society offers a multidimensional perspective on the need to safeguard fundamental rights, taking into account the emerging risks associated with digitalization and the necessity of establishing effective preventive mechanisms.
The participation of representatives of the academic community, including MSU, reflects the university’s active role in interinstitutional dialogue and its commitment to supporting reform processes grounded in knowledge, responsibility, and respect for human dignity in the digital era.
