PUBLIC LECTURE AT THE LAW FACULTY OF MOLDOVA STATE UNIVERSITY: HYBRID WARFARE AT NATO’S EASTERN FLANK. THE POLISH CASE

On 11 November 2025, the Law Faculty of Moldova State University and the Scientific Laboratory ‘Compared Public Law and E-government’ hosted the public lecture ‘Hybrid Warfare at NATO’s Eastern Flank: The Polish Case’. The event addressed one of the most pressing themes for the academic, legal, and political community. The lecture was delivered by Prof. Przemysław Gasztold and Prof. Aleksandra Gasztold, distinguished experts in security studies.

Dr. Przemysław Gasztold is a Senior Fellow at the Orion Policy Institute and Assistant Professor at the War Studies University in Warsaw, within the Faculty of National Security, Department of State Protection and Constitutional Order. His academic work focuses on security, international terrorism, and the evolution of the former Soviet bloc. His research is widely published in English, French, German, Norwegian, and Albanian. In 2024, Dr. Gasztold received the prestigious Tudjman Scientific Excellence Award at the Zagreb Security Forum.

Dr. Aleksandra Gasztold, Professor at the University of Warsaw, is an expert in security studies and the winner of the 4th Edition of the Equality Leaders Poll in the category of Innovators in Science and New Technologies. Her research interests include digital security, innovative technologies, mechanisms for preventing radicalization, resilience building, terrorism, and counterterrorism.

The presenters examined the phenomenon of hybrid warfare, emphasizing that it represents both a contemporary threat and a complex strategic reality at regional and global levels. Through concrete examples, the speakers illustrated how hybrid operations involve coordinated actions that may appear isolated or accidental but must be assessed cohesively due to their structured and intentional nature. The discussion highlighted the growing importance of strengthening social and institutional resilience  especially in the context of Moldova’s EU accession process and the evolving security environment on NATO’s eastern flank.

The event was organized and moderated by Prof. Rodica Ciobanu, Head of the Public Law Department, Law Faculty of Law, MSU. It is part of the broader and long-standing cooperation between Moldova State University, the Scientific Laboratory ‘Compared Public Law and E-government’ and higher education institutions in Poland.

Members of the academic community – Cristina Ejova, Mariana Roșca, Natalia Creciun, and Doina Cuciurca – have contributed to coordinating and facilitating the academic discussions. Students from the Law Faculty and the Faculty of Political Science and International Relations have actively participated, underscoring the relevance of the topic for understanding contemporary international developments.

The lecture was held on Poland’s Independence Day, offering a meaningful occasion to voice support for the sovereignty and historical resilience of the Polish state, particularly in the context of present-day regional security challenges.
