PUBLIC LECTURE AT THE LAW FACULTY OF MOLDOVA STATE UNIVERSITY: „CHEMICALS MANAGEMENT IN THE EU – REGULATORY AND INSTITUTIONAL FRAMEWORK”
On March 26, 2026, a high-level academic and practical public lecture was held on the topic ‘Chemicals Management in the EU – Regulatory and Institutional Framework”.
The event was organized in partnership by the Ministry of Environment of the Republic of Moldova, the Law Faculty of the Moldova State University (MSU) and the EcoContact Public Association, within the framework of the Twinning project ‘Air Quality and the Environment’. The project is funded by the European Union and implemented with the support of Finland, Lithuania and Sweden.
The lecture attracted a large audience of students, master’s and doctoral students of the Law Faculty of the MSU. The event was held in English and was supported by Swedish experts: Jörgen Rosberg, Technical Officer and Inspector in the Law Enforcement Unit of the Swedish Chemicals Agency (KEMI); Cecilia Westöö, Senior Advisor in the International Unit of the same agency.
During the presentation, the experts provided a clear and applied analysis of how the European Union regulates chemicals throughout their life cycle – from production and import, to use, monitoring and waste management. The concrete mechanisms for verifying companies’ compliance, the responsibilities of national institutions and the stages through which the legislation of the Republic of Moldova is gradually aligning with European standards (including REACH, CLP and other relevant regulations) were detailed.
The participants received direct answers to questions related to the practical challenges of implementing EU rules in the national context of the Republic of Moldova.
‘This meeting demonstrated once again how important international expertise is for the training of future Moldovan lawyers. Our students had the unique opportunity to understand not only the theory, but also the real practice of applying European law in the field of chemicals – an essential pillar of our European integration”, said a representative of the Law Faculty of the MSU.
In turn, the Swedish experts emphasized: ‘Through such activities, we directly contribute to strengthening institutional and academic capacities in the Republic of Moldova’.
The event is part of a wider series of actions within the Twinning project ‘Air Quality and Environment’ (2024–2026), aimed at supporting the Republic of Moldova in transposing and implementing the European acquis in the field of environmental protection, air quality, circular economy and sustainable management of chemicals.
