DIGITAL GOVERNANCE CHALLENGES DISCUSSED AT THE MOLDOVA INTERNET GOVERNANCE FORUM (MIGF 2026)

The Moldova Internet Governance Forum (MIGF) organized on April 23-24 was a multilateral platform for dialogue on managing the risks and opportunities offered by the evolution of the Internet. The event brought together key actors from the public sector, civil society and academia to address the pressing challenges of public policies related to the Internet and cybersecurity.

In the context of a continuously expanding digital era, the organization of such platforms, which bring together experts, researchers, and authorities, represents a point of reference in the debates on the future of virtual space in the Republic of Moldova.

This event was attended by Dr. Hab. in Law Rodica Ciobanu and Dr. Veronica Mocanu, from the Faculty of Law of the Moldova State University. Through their presentations, they emphasized the consolidation of research in major directions, focusing on the intersection between technology, human rights and the legislative framework.

During the two days, master’s students of the master’s programs in the management of the Public Law Department (Public Law, Public Law and e-Government, Tax Law and Customs Activity) and master’s students in mobility within the regional program on Human Rights and Democratization (University of Yerevan, Armenia) attended the MIGF 2026 proceedings and appreciated the importance of the event for the current professional training of young people.

A central point of their interventions was the need to align local legislation with international standards, thus facilitating Internet governance based on transparency and social responsibility. Dr. hab. Rodica Ciobanu and Dr. Veronica Mocanu emphasized the imperative of protecting civil liberties in the online environment, arguing that democratic processes and the rule of law must remain as robust in the digital environment as in the physical one. The emphasis was placed on the importance of capacity building, digital literacy, and on improving and securing the tools necessary to navigate safely in a complex digital ecosystem.
