CHILDREN’S RIGHTS IN THE DIGITAL ENVIRONMENT – APPLIED LECTURE WITHIN THE MASTER’S PROGRAMME IN PUBLIC LAW (MOLDOVA STATE UNIVERSITY) & THE MASTER’S PROGRAMME IN HUMAN RIGHTS AND DEMOCRATIZATION (YEREVAN STATE UNIVERSITY)
On 16 February 2026, within the Public Law Master’s Programme of the Public Law Department, Law Faculty, Moldova State University, a thematic lecture dedicated to children’s rights in the digital environment was held. The activity took place as part of the course ‘IT Regulation and Human Rights’, introduced into the academic plan in the 2023–2024 academic year, as part of the implementation of the project ‘Promoting Human and Children’s Rights Education at the Moldova State University’, carried out by the Global Campus of Human Rights in partnership with Global Campus Caucasus and the Moldova State University.
Invited as an international expert, Dr. Wiebke Lamer addressed topics of particular relevance to master’s students, including the legal framework for the protection of children’s rights in the online environment, the right to play and the right to education in the digital age, as well as issues related to governance and institutional responsibility. The session included interactive icebreaker activities, group workshops (breakout sessions), and a final reflection aimed at consolidating the knowledge acquired.
The activity had a strong interactive and practice-oriented character, combining the presentation of the theoretical and normative framework with practical exercises and participatory games, tailored to the interests and realities of master’s students from different countries. This approach facilitated a deeper understanding of the challenges generated by the use of information technologies and their impact on children’s fundamental rights.
Alongside the international expert, Dr. Mariana Roșca encouraged master’s students to share personal experiences related to the use of digital technologies, including situations in which their own rights or those of people close to them may have been affected.
The activity was also attended by members of the Public Law Department – Dr. Lilia Chirtoacă, Dr. Olga Baciu, and Dr. Natalia Creciun, who highlighted the theoretical and practical relevance of the topic, as well as the modern teaching–learning–assessment methodology employed.
The event reaffirms the commitment of the Moldova State University to promoting legal education aligned with international human rights standards and to training specialists capable of addressing the challenges of today’s digital society.
