10th INTERNATIONAL CONFERENCE “THE STATE, SECURITY AND HUMAN RIGHTS IN THE DIGITAL ERA”
On 11 December, the proceedings of the International Conference “The State, Security and Human Rights in the Digital Era” were officially launched. The event marked a milestone edition—its 10th anniversary—and stood out for the strong theoretical and practical relevance of the topics addressed, as well as for the high scientific standing of its participants.
The Conference was opened by Mr. Igor ȘAROV, Rector of Moldova State University, who delivered a congratulatory message to the organizers, acknowledging their sustained efforts over the years to ensure the continuity and long-term viability of such an event. The Rector expressed his gratitude to the academic community of the Faculty of Law for their professionalism, as well as his appreciation to the partners supporting the academic community and contributing to its institutional strengthening.
A message of appreciation was further conveyed by Mr. Vladimir COJOCARU, Secretary General of the People’s Advocate Office, who reiterated the institution’s support for students, researchers, and teaching staff of Moldova State University in their scientific endeavors. He also congratulated the host institution on its steady progress in fostering and consolidating a strong human rights culture.
Mr. Iaroslaw TURLUKOWSKI, Director of the Centre for European Studies at the University of Warsaw, highlighted the high scientific quality of the Conference, now in its 10th edition, and emphasized the importance of the partnership with the Faculty of Law of Moldova State University. This cooperation is reflected in the joint organization of scientific and academic events and in opportunities for publishing scholarly research.
In the same appreciative spirit, Ms. Violeta AVRAM, Coordinator of the Hanns Seidel Foundation in the Republic of Moldova, underlined that the 10th edition of such a conference is a clear indicator of both durability and firm commitment to supporting the ongoing process of human rights protection within society.
Mr. Sergiu BĂIEȘU, Dean of the Faculty of Law of Moldova State University, noted that the event was held in a building of significant historical value, which further enhanced the vigor and relevance of the scientific endeavor. He congratulated the Department of Public Law for organizing the Conference and stressed that the topic of security and human rights is particularly pressing in today’s context.
The official opening session was moderated by Ms. Rodica CIOBANU, Head of the Department of Public Law, Faculty of Law, Moldova State University. She noted that, having reached its 10th edition, the Conference has become a genuine platform of excellence and expertise that the University can offer to public authorities in support of more effective governance. Ms. Ciobanu thanked the partners and participants for their involvement, support, and openness.
On the occasion of the Conference’s anniversary edition and in recognition of her essential contribution to the development and consolidation of its value, Ms. Rodica CIOBANU was awarded a commemorative jubilee coin by the Office of the People’s Advocate and a Diploma of Merit from the staff of the Department of Public Law.
The official opening session was followed by a special discussion session and a round table. The special session, dedicated to Security, Human Rights, and Hybrid Warfare, brought together experts actively engaged in identifying security risks and proposing viable solutions in the digital era: Dr. Darko TRIFUNOVIC (Institute for National and International Security, Belgrade, Serbia), Dr. Javier VALENCIA (Nebrija University / Monitor Disinfo, Spain), Dr. Rodica CIOBANU (Moldova State University), Mr. Ștefan ȚIBULEAC (Head of the Service of the Supreme Security Council, Republic of Moldova), Mr. Viorel CERNĂUȚEANU (Head of the General Police Inspectorate, Republic of Moldova), and Mr. Vitalie SILI, former Rector of the National Intelligence Institute.
The round table, moderated by Mr. Radu MERENIUC (Hanns Seidel Foundation), focused on UAV Systems in National Security and Crisis Management: Intersectoral Cooperation, Comparative Legislation, and Applied Perspectives. Speakers included Mr. Carlos GALÁN, Director of the Master’s Program in Intelligence Analysis and Cyber Intelligence at Antonio de Nebrija University; Mr. Alexandru BEJAN, State Secretary at the Ministry of Internal Affairs of the Republic of Moldova; Mr. Mihai LUPAȘCU, Director of the Cyber Security Agency of the Republic of Moldova; and Dr. Artur LEȘCU, military affairs expert, WatchDog.md community.
